Runs AttributionSchedulerService.runRegularly() for the given hour (UTC). Iterates every opportunity and writes a snapshot row per attributed user. This can take several minutes; the request stays open until it finishes.
Leave blank to use the current top of hour. Any value is floored to the hour server-side.
